The PCI Security Council has instituted deadlines for security compliance, and while non-compliance penalties vary among the major payment card networks, these penalties can be substantial. A single violation of any of the twelve requirements can trigger an overall non-compliant status, and, more importantly, can result in dangerous security breaches and the loss of thousands of dollars in revenue.

In addition, across the country, states and federal agencies are instituting penalties against organizations that do not have Data Security Standards in place. Currently, 34 states have legislation effective or pending regarding data security. Pennsylvania’s Breach of Personal Information Notification Act, for example, effective in June 2006, requires merchants to notify in writing any consumer whose personal information has been breached.
